The Tarrant County District Attorney's Office on Monday accepted the charges against Thomas L. Harper, accused of causing a fatal wreck last week at an Arlington intersection and then fatally shooting a teen-ager who walked up to help.
Harper faces charges of murder, manslaughter and two charges of endangering a child.
Harper's twin toddlers were inside his Chevy Tahoe during Wednesday's spree, which saw him speed away from a minor accident before slamming into the rear of a pickup stopped at a traffic light, killing the driver, police said.
Clarence "C.J." Robinson was fatally shot when he walked up the Tahoe to try to help, police said.
