They say William Chance (shown here) can't have a lock of their hair which, according to him, is needed for a Native American religious ritual, The Associated Press reports.
Chance says the small pieces of hair will allow him to properly mourn his parents. He is serving a 65-year sentence for aggravated sexual assault.
Prison officials counter that the hair poses a security risk because it would be supplied by a family member, not a vendor approved by the prison agency.
