Texas PUC hears arguments on electricity market design

State regulators considering changes to Texas' deregulated electricity market heard from generators Tuesday who support the move to a "capacity" market that pays them to maintain a mandated supply of power in a bid to maintain reliability. Big industrial users and a group of cities are opposing the proposal. Bloomberg News has a report here.
