It's ok to allow public school students a moment of silence. But singling out prayer as an allowable activity during that silent moment is a no-no. That's the opinion of two national groups that oppose activities that they believe violate the separation of church and state. The post seems misleading -- maybe it should say "encouraged" instead of "allowable"?
Basically, an amendment changed the moment of silence law to encourage prayer specifically.
This document just says the law should go back like it was, with prayer being one of multiple listed activities students could do during the moment of silence.
