Scrambling huh? This was a massive project; are the states just now hearing about the project? Kind of like waiting until the last minute for the DFW 121 and Airport Freeway projects.

That's if the Panama Canal gets finished by 2014. Right now, it's on track to maybe be finished by mid-2015 unless the constant strike stoppages keep coming (which they will).

I'm not finding any "constant work stoppages" And from what I can see the few there were appear to have at least some justification. I don't know why you would imply it was labor's fault.
