Newly expanded W. Rosedale St. now being shrunk back in Fort Worth

RosedaleWhat happens when two agencies partner up on a project even though they don't share a vision? Perhaps Fort Worth's West Rosedale Street, which was expanded to six lanes just a few years ago but is now being shrunk back to four lanes, is a good example.
