The bill would extend tax credits of up to $100 million each for the first three companies developing three so-called clean coal plants in Texas.
Despite national environmental groups insisting there's no such thing as "clean coal," several major Texas environmental groups supported the bill, along with the oil & gas lobby. Some background on the bill and King's efforts to pass it throughout this session here and here.

Here at America’s Power, we’re working to demystify clean coal technologies. On our Factuality Tour, we’ve been traveling around the country talking to the people who are behind the production of cleaner electricity from coal.
Currently, there are more than 300 clean coal research projects underway around the country – many of which are devoted to carbon capture and storage. In fact, we visited the Tenaska Energy headquarters in Omaha, Neb., where they’re working on two new facilities that capture and store carbon dioxide.
